BRICS states have been urged to become more active and transparent in the Tanzania development dialogue with stakeholders as they seek to contribute to the country’s poverty reduction efforts as articulated in MKUKUTA. Tanzania has also been cautioned to be careful in handling foreign investors coming to the country offering contracts without transparency.

The water sector budget for the financial year 2013/2014 has been reduced to 398.4 billion Tanzanian shillings from 588.1 billion which was allocated to the sector budget in 2012/13, a reduction of about 190 billion shillings. Speaking during the Policy Forum's Breakfast Debate Mr.Fidelis Paul, Policy Analysist of WaterAid, said the reduction will result in the government continuing being donor dependent. He said looking at the 2013/14 national budget 36% of the total budget will be generated from domestic revenue while 64% of the development budget will depend on donors.

Although the Tanzania Development Vision 2025 calls for a ‘developmental mindset’ focusing on economic growth that is ‘private sector-led’ with the state facilitating ‘strategic investments’ and ‘selective industrial support,' it was questionable that this was being implemented.

This was noted by Brian Cooksey, an independent research professional who was the presenter at the Policy Forum breakfast talk held on the 22nd February, 2013. He based his presentation on Policy Forum's third Tanzania Governance Review.

The proportion of citizens involved in road accidents each year now exceeds the nation's annual population growth. Speaking at the August breakfast debate organized by Policy Forum, Mr. Josh Palfreman of the Amend.Org said, 3.4 % of the Tanzania's GDP is lost due to traffic accidents each year and the problem is increasing as since 2007, road deaths and injuries have increased by an average of 10%.

He added that, research indicates that 75% of accidents are caused by 'human factors' notably: careless driving, speeding and overtaking.

The government has been urged to involve local communities before releasing their land to investors. This was said at a breakfast debate organised by Policy Forum on the 27th of July, 2012 where the main presentations were made by Mr. Ben Sulus, Federation President of the Tanzania Forest Industries Federation (SHIVIMITA) and Ms. Rahima Njaidi, Executive Director, Mtandao wa Jamii wa Usimamizi wa Misitu Tanzania (MJUMITA).
