Judith Urio is the Head of the Youth Department at UNA and Coordinator of the Tanzania Sustainable Development Platform (TSDP), which brings together over 500 civil society organisations to advance the implementation, monitoring, and reporting of the SDGs. She led the development of the 2023 Civil Society Voluntary National Review Report, ensuring grassroots and CSO perspectives were represented at the national and global level.

Recognised as an expert in SDG implementation and reporting, Judith is also a youth leader advocating for economic rights and inclusive decision-making. She holds a BA in International Relations and Diplomacy

Nuria Mshare is a Tanzanian development leader with over 10 years of experience advancing gender equality, youth leadership, girls’ education, economic empowerment, climate justice, and sustainable development across Tanzania and East Africa. She currently serves as Hub Director at Restless Development in Tanzania, where she leads national strategy, resource mobilisation, partnerships, and youth-led programming across education, livelihoods, governance, sexual and reproductive health and rights, and climate change.

She has held senior leadership roles with HakiElimu, Malala Fund, Save the Children International, Oxfam, Hivos, and other development organisations, leading advocacy campaigns, fundraising efforts, policy engagement, gender-transformative programming, and multi-stakeholder partnerships. Her work has focused on strengthening inclusive systems, amplifying the voices of young people and women, and influencing policies that expand opportunities for marginalised communities.

Nuria holds a Master of Science in Sustainable Development from the University of Sussex, a Postgraduate Diploma in Economic Diplomacy, and a Bachelor of Science in Environmental Sciences and Management. She also brings strong board-level leadership experience, serving on several national and regional platforms, including Amref Health Africa Tanzania, Policy Forum, YUNA, AfriYAN, and the Africa Women Leadership Network Tanzania Chapter (AWLN).

Recognised for her strategic leadership, public speaking, advocacy, and partnership-building skills, Nuria is committed to advancing inclusive, sustainable, and youth-led development that creates lasting social and economic transformation.

 

Frank Girabi

Frank Girabi is a Program Management Specialist with over 18 years of experience in working with a range of civil society organizations and international organizations in strategic planning, design and implementation of livelihoods, education, youth, and policy programs, that promote rights-based approaches to empowering at-risk communities, fostering decent employment, participation, social accountability, social inclusion, and justice. Mr . Girabi is passionate about addressing injustice of poverty on a global scale and a founder of the Ripple Development Initiative – RDI, an NGO dedicated to community development. He is also a key member of VSO -Tanzania senior management team and holds a master’s degree in Natural Resource Assessment and Management.

Semkae Kilonzo is the Executive Director of Policy Forum, a network of 62 Tanzanian Civil Society Organisations that seek enhanced governance and accountable use of public resources by strengthening capacity of civic actors to influence and monitor the implementation of policies and enhancing state responsiveness to civic society’s advocacy agenda relating to the accountable use of public resources. Semkae has extensive experience working in policy advocacy with civil society in Tanzania, is passionate about curbing illicit financial flows relating to extractive industries and making natural resource revenue management work for the people through strategic engagement and collaboration with government, industry and communities. Semkae holds a Masters degree in Journalism and Media Studies from Cardiff University, U.K. and received his earlier media training in Dublin Ireland and the Tanzania School of Journalism. He is also an alumnus of the Public Service Accountability Monitor (Fundamentals of Social Accountability Monitoring Course) of Rhodes University, South Africa. Semkae is the co-founder and serves on the Board of Hakirasilimali, a platform of Civil Society Organisations working on strategic issues around minerals, oil and gas extraction in Tanzania.

Cecylia, a seasoned Human Capital Practitioner and passionate leadership advocate, currently serves as the Country Operations and HR Manager at SNV Netherlands Development Organisation, with 15 years of diverse industry experience. Her expertise includes coaching, mentoring, change management, strategic HR, talent development, and fostering employee engagement. Beyond her professional role, she is the founder of Parenting for Autism and Child Support Organisation (PANETWORK), and an independent consultant in employment, labour, and organisational management.
Holding an MBA with a research focus in industrial relations and a BA in Political Science (with a major in international relations and language), Cecylia is a multilingual Green Belt LSS-certified professional. In 2019, she was recognised as one of the Top 50 Women in Management in Africa. Cecylia actively contributes her leadership expertise and serves on various boards across different organisations.

Masanja Francis Gilya is a finance and grants management professional currently serving as Head of Finance and Administration at the Agricultural Non-State Actors Forum since 2019. He is a Certified Public Accountant, CPA(T), registered with the National Board of Accountants and Auditors (NBAA), Tanzania. Masanja holds a Bachelor’s Degree in Business Accounting and Finance from Mzumbe University and an MBA from ESAMI Business School. He has over ten years of experience in donor grants and financial management, with extensive expertise in managing donor-funded programs, compliance, budgeting, financial reporting, and institutional accountability. Throughout his career, he has worked with both international and local NGOs, supporting partnerships with a wide range of development partners and donors.

Mwemezi Makumba

Makumba Mwemezi is a trained lawyer and a public policy analyst practitioner with over ten years of experience conducting qualitative and quantitative studies and analyses. He has overseen over twenty-five research studies, fifteen position and working papers and analyzed over fifty social sector policies in education, health, water, agriculture and public finance sectors. Makumba holds a Master’s Degree in Research and Public Policy from the University of Dar es Salaam and a Post Graduate Diploma in Legal Studies from the Law School of Tanzania.

Godlisten Moshi

Godlisten Moshi is a seasoned professional with over 15 years of experience in administration, human resources, information and communication technology (ICT), and project management. He currently serves with the Tanzania Coalition on Debt and Development (TCDD), where he plays a pivotal role in strengthening institutional governance, promoting policy advocacy, and coordinating multi-stakeholder initiatives that contribute to Tanzania’s sustainable development agenda.

Before joining TCDD, Mr Moshi held senior leadership positions at the Christian Council of Tanzania (CCT), including Chief of Party and Director of Administration and Human Resources (DAHR). In these capacities, he successfully led organisational reforms, managed complex programs, and enhanced institutional systems and staff performance to improve operational efficiency and program delivery. His leadership was instrumental in advancing CCT’s mission of promoting social justice, good governance, and community empowerment.

Mr Moshi is widely recognised for his expertise in ICT systems integration, organisational management, and project implementation. His work reflects a strong commitment to institutional development, innovation, and collaborative problem-solving within both faith-based and civil society sectors.

In addition to his professional roles, Mr Moshi has served on two notable boards as Vice Chairperson:

Tanzania National Coordinating Mechanism (TNCM) for the Global Fund Tanzania

African Evangelistic Enterprises (AEE)

Through these leadership roles, he has contributed to governance oversight, strategic planning, and the promotion of effective partnerships between government, civil society, and international development partners.
