Natural gas revenue management and governance

On the 4th of March, 2015, the Natural Resource Governance Institute (NRGI) will conduct a workshop on natural gas revenue management and governance in Dar e Salaam. NRGI is a non-profit policy institute that works with policy makers and accountability actors at national and international levels to increase the benefits that citizens gain from their oil, gas and mineral wealth.

The recent natural gas finds have the potential to provide real and sustained benefits for the people of Tanzania, however, if not well managed, it could also contribute to a set of political and economic challenges sometimes called the “resource curse”. One of the most concrete benefits may come from increased government revenues, allowing increased government spending. This money could potentially finance much-needed infrastructure, education and healthcare projects.

The Tanzanian government understands the importance of managing large resource revenue inflows well and has already begun laying down the foundation for a revenue management framework. The government through Natural Gas Policy 2013 (section 3.13) is committed to establish Natural Gas Fund as a means of managing gas revenues transparently, effectively and efficiently for the benefit of the present and future generations.

Drawing on NRGI’s research and technical assistance experience on SWF governance, the overall objective of the workshop is to provide highlights and promote public debate on the main issues to consider in establishing a SWF by sharing key insights on institutional structures, fiscal rules, fund transparency and independent oversight mechanisms.
