Policy Forum seeks to engage a qualified consultant or firm to conduct a comprehensive Baseline Survey for the project. The purpose of this assignment is to establish benchmark data that reflects the current status of key project indicators within the targeted

implementation areas. The baseline will generate reliable evidence on prevailing conditions, stakeholder perceptions, and existing governance and accountability practices.

The findings will serve as a reference point for ongoing monitoring, adaptive management, mid-term review, and final evaluation. In addition, the results will inform refinement of project targets, strengthen implementation strategies, and, where feasible, analyse relationships between key variables to enhance program design and effectiveness.

The overall purpose of the baseline survey is to establish credible, gender-responsive, and disaggregated data against which project progress, outcomes, and impact will be measured.
