
Tax systems are fundamental to the equitable development of any nation, serving a crucial role in resource mobilization and the provision of essential services. However, systemic inequities often prevent these systems from achieving true fairness and inclusivity, particularly in countries like Tanzania. Marginalized groups—including low-income households and women—frequently shoulder a disproportionate tax burden, while the distribution of public revenue remains uneven.
The Advancing Equity and Inclusion in Tanzania's Tax System project, led by Policy Forum in partnership with the International Budget Partnership (IBP), seeks to address these disparities. This initiative focuses on reshaping Tanzania’s tax system to better serve the needs of the poor, alleviate the impact of indirect taxes on vulnerable populations, and integrate gender-responsive tax policies. By strengthening civic engagement, advocating for evidence-based policymaking, and enhancing stakeholder capacity, the project aims to foster a more transparent and inclusive tax system that upholds principles of fairness and equity.
This training manual is designed to equip key stakeholders—including civil society organizations (CSOs), the private sector, academia, researchers, and media professionals—with the knowledge and skills needed to engage in and advocate for equitable taxation practices actively. It provides a comprehensive framework covering essential topics such as tax principles, legal and policy frameworks, monitoring and evaluation strategies, and the role of technology and innovation in promoting transparency.
Through this resource, we aspire to empower stakeholders to collectively contribute to a tax system that generates sustainable revenue and ensures equitable benefits for all Tanzanians. This manual marks a significant step toward building a fairer, more inclusive fiscal future for Tanzania.
