In a significant step toward strengthening inclusive governance in Tanzania, a civic empowerment project funded by the Embassy of Finland in Tanzania through its Fund for Local Cooperation was formally introduced to the NGOs Registrar and the Prime Minister’s Office, Regional Administration and Local Government in Dodoma. The initiative seeks to enhance democratic governance and promote equitable development through more transparent, inclusive, and accountable use of public resources in Lindi and Mtwara Regions.

The initiative is designed around two key outcomes. The first focuses on empowering citizens to actively monitor democratic processes for inclusive governance. Through structured capacity building, at least 100 Democratic Champions will be mobilised, with a strong emphasis on women, youth, and persons with disabilities. Four training sessions will equip participants with skills in policy and budget tracking, opportunities and obstacles to development planning, gender responsive budgeting, and rights-based approaches. By the end of the intervention, 60% of capacitated citizens are expected to confidently identify governance issues, with at least five key issues formally reported through structured channels.

Complementing citizen empowerment, the project will strengthen access to budgetary and accountability information. Two local government budget analyses will assess the extent to which priorities of women, youth, and persons with disabilities are reflected in plans and budgets. Simplified versions of audit findings will also be produced and disseminated in selected local government authorities, with 2,000 copies printed to ensure broader public access. These efforts aim to increase the percentage of citizens with access to budget and accountability information beyond the current baseline of 43%.

The second outcome centres on increasing citizen engagement in decision-making processes at sub-national levels. Structured dialogue platforms will be facilitated to create direct engagement between citizens and government leaders. At least eight dialogue sessions and edutainment programs will be organised to make civic participation more accessible and engaging. Two radio outlets will broadcast sixteen programs focused on democratic processes, expanding outreach and amplifying citizen voices.

Importantly, the project goes beyond awareness raising. It will support citizens to submit formal inputs for inclusion in local plans and budgets, targeting at least four official submissions received by local government authorities. Participation of at least fifty identified champions in village and council meetings will be monitored to ensure sustained and meaningful engagement.

Additionally, capacity building will extend to local leadership structures. Twenty-four ward committee members and sixty-four village committee members will be trained on the importance of citizen participation in decision-making, reinforcing collaboration between communities and local authorities.

Overall, the project represents a structured and measurable approach to strengthening democratic governance in Tanzania. By combining citizen capacity building, access to information, structured dialogue, and institutional engagement, the initiative seeks to nurture a more inclusive and accountable governance ecosystem at local levels.

The introduction of this project to the NGOs Registrar and PMORALG in Dodoma marks the beginning of a coordinated effort to deepen participatory governance and ensure that public resources reflect the priorities and needs of all citizens.
