MKUKUTA Steering Committee Meeting on 12th February 2010
Kindly be informed that we have postpone the MKUKUTA CSO’s steering committee meeting of Friday 5th February at 10.00am to a new date of Friday 12th February 2010 at 10.00 am, since there have not been major developments yet to merit a steering committee meeting. This is also further to the initial agreement that we should avoid holding meeting if there is no substantive matters to be discussed.
On the same regard we wish to share some feedback on what has transpired since our last meeting1. We participated in a meeting organized by the MKUKUTA Secretariat which was intended to introduce the process to stakeholders, share the consultation guidelines that we shared with you late last year and give feedback on the status of the consultation process.
2 We have received a new guideline for reporting to the drafting team as a draft. We shall share with you once the MKUKUTA secretariat shares the final version.
3. We have revised the work plan and budget to reflect some of the additional inputs we got from the steering committee and the CSO consultation on MKUKUTA reports. The main focus was to broaden the coverage in terms of number of participants. The revised work plan and budget are attached and will be presented in our next meeting.4. We had originally planned to conduct the zero draft consultation mid February using the draft annotated outline however this will no longer be possible mainly because of two thingsi. The process of disbursement of funds for the CSO MKUKUTA review process may take longer than expected from the Government to Policy forum. This is partly due to some lack of information among the officials involved at the MKUKUTA Secretariat. The request has already been submitted and we are following up closely.ii. The new reporting guidelines to the drafting team require us to have the zero draft at hand to be able to consult. We have not yet received the zero draft nor the final reporting guidelines.
5. As it was noted in the last meeting, we held a meeting with the UNDP and EC end of last week to discuss possibilities of financing the funding gap in the CSO MKUKUTA consultation framework (see attached also the funding gap). The feedback so far is that;i. UNDP will not be able to provide any additional funding for the processii. The EC have expressed intention of contribute in funding the gap. They are working on the sorting the internal processes and will confirm soon on the final status.
6. We have just received the draft report of the National CSO Consultation meeting held in January 2010 (attached). We are working to organize a press conference to share, though a bit late, the outcomes of the consultation.We shall share with you the agenda and additional documents for the meeting early next week as and when they become available.We thank you for your usual excellent cooperation; we look forward to meeting you on Friday 12th February and apologize for any inconvenience caused by this change of dates
