THE REGIONAL TRAINING ON GENDER AND MACRO ECONOMICS, POLICY, PLANNING AND BUDGETING

 

 

What

TGNP is a Non Governmental and an Advocacy Organization which promotes gender equality and equity principles, women’s empowerment and social transformation over the last 15 years within Tanzania and beyond. It achieves the above through methods that employ animation, networking, outreach, policy advocacy, collective action, consensus building and action oriented participatory research. As part of its on-going training programmes, the organization, invites applicants for the Regional Training on Gender and Macro Economics, Policy, Planning and Budgeting.

 

The training will be conducted by expert trainers in the areas of Gender and Macro economics, Policy, Planning and Budgeting. At the end of the course participants will be able to:

§ Explain key gender concept in macro economic policy, planning and budgeting;

§ Gain relevant skills in analysis of the existing gaps and opportunities in their respective sectors and development programmes;

§ Enhance baseline information and experiences on Gender Budgeting Initiatives (GBI) that stimulates critical thinking on issues of class, gender and good governance in economic, planning, policy and budgeting;

§  Solicit and share information and experience on Gender, Policy and Macro economics issues within the sub region;

§ Articulate with conceptual clarity key gender concepts relating to policy issues around planning and budgeting interventions;

§ Adopt a conceptual framework for gender analysis on the causality of inequalities in the sub- regions and plan, formulate gender sensitive interventions and indicators for monitoring gender impact planning and budgeting in their specific areas of mandate.

 

When

The training will be held in Dar es Salaam, Tanzania, at TGNP - Gender Resource Centre from 19th to 30th October 2009.

 

Why

The training is the result of the growing realization that lack of female pro poor gender inequalities  approaches in development process apart from being unfair they are also costly not only to women but to men and entire communities and nations. The costs can be measured in lower economic efficiency, lower output, lower development of people’s capacities and well being. For example research shows that: reducing gender inequalities in Africa could significantly increase production in agricultural yields; collateral exists between a country’s failure to invest in the education of girls and a lower level of Gross National Product (GNP); increase the income of mothers has a more positive impact on the nutrition, health and education of children etc.

 

Despite these realizations, there is limited focus of pro-poor and gender considerations in macro- economics policies and budget that are at the heart of government decisions about resource allocations. Policies describe the needs and prioritize strategies for meeting these needs; Budget allocates resources to meet the social and economic needs of different segments of society according to priorities outlined in policies. All these have different impacts to the lives of men, women, depending on the gender relations and socio- economic factors at different levels of the society. In general, policies budgets are not neutral instruments, they have different results for various groups, allowing to their class, gender, race and global imperial location. 

 

Within this context, there is a limited gender conceptual clarity among key decision makers and public actors, civil societies and private institutions and the inter-relationship with gender, policy and macro economic issues. These limitations hamper efforts geared towards gender as a cross cutting issues in the development of macro economic policies, plans and budgeting processes.

 

In view of the above, the Regional Training on Gender and Macro Economics, Policy, Planning and Budgeting Course is aimed at filling the skills/capacity gaps relating to the fact that:

-      Macro economic, policy, planning and budgeting process is inextricably linked to achieving gender equality and women empowerment

-      Within the context of unequal global, regional and national economic and social relations, the continued limited participation and benefit from public policy and budget management as both an issue and economic efficiency, is one of the many impacts of imbalanced division of labour, access to resources and decision making at all levels.

-      Broadening capacities of senior level actors actively involved macro economics, policy, planning and budgeting process within Eastern and Southern Africa sub regions as they have a key role to play in promoting gender responsive change through policy and related processes

-      Application and monitoring of gender class and nature of macro economic analysis in economic policy framework and budgeting at the levels of  (government/local) 

-      Information and experience sharing on innovative budget initiatives in the region as such women’s budgets and gender budget is of paramount important to the well being of their nations.

 

In this way, the Regional training is one of the TGNP’s contributions to on-going efforts for addressing the macro economics, planning and budgeting issues in the sub-region from a pro-poor budget.

 

Who

The workshop is open to:

·         Senior level policy makers and programme managers from public institutions, NGOs, MEDIA and other institutions that are actively involved in development/ implementing and monitoring policies within Eastern and Southern Africa sub regions

·         Members of parliaments, local government, councilors, technocrats including macro economists, planners, budgets officers in various government sectors;

·         Key officials responsible with mainstreaming of gender equality and economic justice as well as academics and researchers on economics and social issues

·         Gender trainers who have a strong commitment to training on gender and macro economic Policy issues

·         Human Rights activist and advocates

 

QUALIFICATIONS

 

To ensure maximum benefit from the course, participants are required to possess the following basic qualifications:

§ Education level of a Bachelors Degree or an Advanced Diploma with working experience in the areas of macro Economic policy and budgeting;

§ Present engagement in policy making, planning and budgeting and/ or advocacy work and exposure to issues of globalization, macro economic policies and gender, and  

§ Good commands of written and spoken English.

 

Administrative information

 

·         The course fee for non - Tanzanians is USD 2500, covering facilitation fees, training materials, in-country transport and field visit during training, meals between training, accommodation other facilities such as internet and library services, and allowance for dinner;

·         Other facilities such as internet and library services will also be provided.

·         The course fees for Tanzanians is Tshs 642,785.00 and it covers  facilitation fees, training materials, and field visit during training, meals between training and other facilities such as internet and library services.
