RE-ADVERTISED: INVITATION FOR BIDS: INSTITUTIONAL REFORM AND ACCOUNTABILITY STUDIES

BACKGROUND

POLICY FORUM (PF) is a not-for profit duly incorporated limited liability company having no share capital. It is a dynamic network of 76 civil society organisations seeking to empower Tanzanian citizens to influence greater accountability in public decisions and in the use of public resources. 

Policy Forum wishes to undertake in-depth studies of Tanzania’s institutions of accountability (IOA), including the Prevention and Combating of Corruption Bureau (PCCB), the National Audit Office (NAO)/Controller and Auditor General (CAG), and the Public Procurement Regulatory Authority (PPRA). Tanzanian public and private research organisations are hereby invited to bid, either individually or as a consortium, to undertake the initial study examining the performance of PCCB.

For more than two decades, the Government of Tanzania and its development partners have invested heavily in increasing the operational capacities of Tanzania’s IOA.  To date, there have been no authoritative, independent assessments of IOA’s performance in meeting their official mandates. Are government, development partners and Tanzanian citizens getting value for money from GoT and DP investments in institutional capacity building? 

To this end, PF invites bids from reputable organisations to undertake the study.

RESEARCH QUESTIONS

The research questions the proposed study asks are the following:

1. What is the evidence concerning trends in PCCB’s performance and effectiveness in meeting its core mandates in preventing and combatting corruption in recent years?

2. How has performance been influenced by donor programmes and projects?

3. What are the mediating (explanatory) mechanisms involved in observed performance trends?

4. What underlying factors in the political system and wider society influenced the trends observed?

BID DOCUMENTS

Policy Forum invites private, not-for-profit and official research organisations and higher learning departments to bid. The bid should contain the following information.

1. Name of research organisation or consortium of organisations bidding and relevant experience;

2. Names and roles of main researchers with short CVs highlighting relevant research experience;

3. A brief outline of the researchers’ proposed methodology to undertake the study, explaining how the researcher will address the questions listed above;

4. A summary budget covering the activities required to address the above questions. The budget should not exceed Shs 50m for a study not involving up-country fieldwork and Shs 90m if regional fieldwork is proposed.

HOW TO APPLY

Bids should be forwarded to Policy Forum, P.O. Box 38486 or delivered by hand to our Mikocheni office not later than 24 September 2017.  Policy Forum will appoint a consultant/consortium by September 30th.

The consultants will be responsible for delivering a draft report addressing the above research questions by July 1, 2018, and a final report by 15th August.
