Concept note
Introduction
The CSO MKUKUTA consultations at regional and zonal level have been conducted involving various actors from Civil Society. There are also ongoing thematic consultations by different interest groups among CSOs that aim at ensuring their issues are included in the MKUKUTA. These include groups such as youth, environment, etc.
The final step is a national CSOs forum which will build consensus and improve on the final document that will be submitted to the drafting team and supported by media advocacy.
A technical team is being setup by the steering committee of the CSO MKUKUTA review process with an aim of ensuring the submission by the CSOs are well articulated, backed by concrete justifications and prioritized.
The technical team will have two meetings. One after the completion of the Zonal consultations and one before the national multi stakeholder’s national conference.
This is a concept note for conducting the first meeting of the technical Team
Goal
To compile a well articulated draft CSO outcome document with prioritized and clearly justified proposals for MKUKUTA II
Objectives
· To fine tune and justify the proposals from CSOs o the draft MKUKUTA 2
· To develop a draft outcome document for the CSOs MKUKUTA National consultation
· To discuss media campaign advocacy messages
Management
The technical team meeting will be facilitated by the Coordinator and assistant coordinator for the CSO MKUKUTA review process. 4 people from the technical team will be enlisted to develop the zero draft outcome document and later compile the first draft after getting inputs from the members of the technical team.
The first draft will be shared for final inputs by the technical team for one day on 24th May and final document will be produced on 25 in both English and Kiswahili ready for the national CSO forum on MKUKUTA.

· CSO MKUKUTA review process steering committeenominated members of the technical team
· Lead Facilitators and Rapportuers for the Zonal consultations
· Representatives from the lead thematic groups consultations (disabled group, environment group, gender group, youth group, education group, animal welfare group etc)
· Other identified sector leads CSOs representatives
