During the previous Strategic Plan (2014-2016), PF intended to use a fusion model of Outcome Mapping (OM) and Results-Based Management (RBM) Logical Framework but this proved challenging due to lack of a participatory MEL strategy.

To bridge the gaps observed, for the 2017-2020 Strategic Plan the PF Secretariat has taken a different approach to enhance its learning by fusing RBM with ‘Process Tracing’ to deepen the understanding of the impact of the advocacy and policy influencing work that PF facilitates and help strengthen the ‘contribution claims’ by examining the processes where change is thought to have occurred and improve the credibility of the claims.

Following the design and approval of the Strategic Plan and the Theory of Change (ToC), the PF Secretariat was tasked with leading in the development of a Participatory Monitoring, Evaluation and Learning (MEL) Strategy to put in place stronger mechanisms for sustaining the effectiveness and efficiency of delivering its mission. This includes the improvement and institutionalization of the monitoring, evaluation and learning (MEL) systems and culture in the organization.

To this end, PF seeks consultancy services as technical assistance to help develop a workable and integrated MEL strategy that will assist the network in the evaluation of the performance of the strategic plan in achieving its outcomes and its overall contribution to higher level goals.

Policy Forum seeks to hire a consultant(s) to develop a Participatory Monitoring, Evaluation and Learning (MEL) strategy for the new strategic plan 2017-2020.
